Could you make your own medals? Cut out the shape from cardboard (from an old cereal box, perhaps), use a pencil to carve the decoration onto the face, then wrap it in foil (Baking foil, or the foil from a chocolate bar). If you don't have any ribbon at home, you could replace that with card or paper.
